The purpose of this research to analyze about Implentation of Pancasila Values in The Development of a National Law System. Pancasila as the source of all sources of law is contained in the fourth paragraph of the Preamble to the 1945 Constitution of the Republic of Indonesia. Affirmed in Article 2 of Law Number 12 of 2011 concerning the Formation of Legislation. In the explanation of article 2 it is stated that Pancasila is the basis and ideology of the state as well as the philosophical basis of the state.
This research is a normative research that seeks to find legal principles that are not fulfilled in the values of Pancasila in the development of the national legal system. The conclusion that can be drawn in this research that any material content of laws and regulations must not conflict with the values contained in Pancasila.
