POLICY ON BLOCKING LAND OWNERSHIP CERTIFICATES BY THE LAND OFFICE

This research examines the juridical analysis regarding the blocking of land title certificates based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Number 13 of 2017. The focus of the research is on the types of qualifications for blocking applications that can be recorded at the Land Office and the legal implications for interested parties (blocking) during the blocking period to carry out legal actions/events on the blocked object. The research used is normative research with a descriptive qualitative approach (legislative approach).
The results show that the legal norms regarding the qualifications for applications to block land rights at the Land Office cover all land rights, relating to the requirements for applying for a block regarding the subject of the block applicant, the applicant's legal relationship with the land object being requested to block, the period for recording the block and related aspects of the study and the establishment of block recordings on land books, which are regulated quite strictly, intended to create certainty and legal protection for interested parties.
The legal implication of the existence of a block record on land rights in which the land book contains a block record is that land registration data maintenance activities cannot be carried out, however, it is temporary because the block record is an administrative action of the Head of the Land Office or an appointed official to determine the status quo situation regarding land rights. land to legal actions and legal events, transfer of rights, imposition of mortgage rights, splitting, separation and merger.
