Abstract

Village community participation is a crucial element in implementing democratic and sustainable village development. Normatively, community participation is regulated in various laws and regulations, particularly Law Number 6 of 2014 concerning Villages. However, in practice, community participation is often not optimal. This study aims to analyze the legal regulations regarding village community participation in development and assess their alignment with the principles of democracy and good governance. The research method used is normative legal research with a regulatory and conceptual approach. The results indicate that legal regulations provide a strong foundation for village community participation, but further strengthening is needed in the areas of implementation, oversight, and community empowerment.
